Permit Fee

Every six months the points for each permit holder will be counted and the permit holders will be sorted by number of points so that the researchers with the greatest number of points will be at the top of the list. This list will then be divided into five groups. A fixed fee will be assigned to each group such that every permit holder in the group will have the same basic fee. Assignment into a fee level will be based on two factors: (1) the number of points assessed for the previous six months (see below) and; (2) the number of permit holders currently in the system at the time of billing.

The following fees, required to be paid by all researchers to have a permit, are per half-year AND estimated:
Level 1 = $1,885.00
Level 2 = $1,642.00
Level 3 = $1,617.00
Level 4 = $1,423.00
Level 5 = $908.00

Inactive* = $326.00


*An inactive user is one who maintains a radioactive materials permit but who has no inventory of radioactive stock vials, has no posted labs, and has filed required paperwork to put them on inactive status. Such users MAY NOT order radioactive materials. Only fully terminated permits are exempt from paying fees

Points Fee

The level fees discussed above will recover about 85% of the approved RSU budget. The balance is recovered through a "points" fee. This fee is based on the number of points accumulated (see below) by each permit holder in a six-month period (usually the period prior to the current billing cycle). This fee will be added to the fixed fee discussed above to arrive at the researcher's total semi-annual fee.

Calculation of Points
The permit fee system is based on the number of points accumulated by a permit holder. Points are based on stock vial purchases and inspection violations. Points will be tallied semi-annually, during January and July for the previous six months. These points will be counted and used as described below to determine your permit fee and related level:
1. Each stock vial of short-lived isotope (half-life less than 90 days)* = 1 point
2. Each stock vial of long-lived isotope (half-life more than 90 days)** = 1.2 points
3. Each major inspection violation# = 1 point
4. Each minor inspection violation## = 0.5 points

Special Circumstances
Incoming permit holders
New permit holders will be asked to estimate their isotope use for the balance of the half-year and will be assigned an appropriate fee, based on the information provided to us. Researchers will be billed for any portion of a calendar quarter during which they hold a radioactive materials permit. For example, a researcher obtaining a permit in August will pay the entire semi-annual fee. A researcher obtaining a permit in December will pay one half of the fee.

Departing permit holders
Departing permit holders will be billed any outstanding balance, within 30 days, of their departure. The fee will not normally be pro-rated unless the permit holder relinquishes their permit within the first 90 days of the 6-month period. In the event a departing permit holder does not pay his/her final invoice, the department will be billed for the final fees.

Extraordinary efforts
It may be appropriate to invoice permit holders for whom it is necessary to expend an extraordinary effort. Examples of "extraordinary effort" would include cleaning up a badly contaminated laboratory upon permit deactivation, spending several hours on corrective actions following a series of violations and similar activities. Such activities will be billed at our current rate and may require approval of a subcommittee of the Radiation Safety Advisory Committee prior to invoicing.
